The transformation [\pmatrix{{{SN}\bi I} &{\bf 0}\cr {\bf 0}^{T} &{N}\cr} \pmatrix{{\bf X}\cr {W}\cr} = \pmatrix{{SN{\bf X}}\cr {NW}\cr} \simeq \pmatrix{{S{\bf X}}\cr {W}\cr}] scales the vector (X, W) by the factor S. For integer working and [|S|\lt 1], N should be set to the largest representable integer. For [|S|\gt 1] the product SN should be the largest representable integer, N being reduced accordingly.
